Government releases Creative Industries Sector Plan

1 July 2025

The Government recently released their Creative Industries Sector Plan. Read it in full here.

As predicted, the Plan is warmly positive and keeps moving in a direction which is favourable to the music sector, recognising the industry as a key driver of economic growth.

Crucially, the Plan outlines a £30 million Music Growth Package to support touring, performing, mentoring and export opportunities for emerging artists. This funding also aims to strengthen grassroots infrastructure by supporting music businesses and investing in high-potential artists. This funding is additional to the continued work of Arts Council England, which has invested £440 million annually in its latest National Portfolio round.

The pre-existing Music Export Growth Scheme will see a threefold increase in funding as part of the Sector Plan. The Government has also pledged to increase trade missions to support music exports, with the specific intention to make performing in Europe easier for artists.

The Plan supports an industry-led agreement on music streaming that will boost earnings for creators. This will include the renegotiation of contracts for legacy artists, increasing session musician renumeration, supporting songwriters and composers, and empowering UK labels to support long-term artist development.

Significantly, the Creative Industries Sector Plan supports the industry-led ticket levy on arena and stadium gigs, detailing the potential for the LIVE Trust to raise up to £20 million annually for the grassroots music sector. This suggests the Government intends to encourage widespread adoption of the levy to bolster its effectiveness.
